Slow Start--All Programs menu

When I select All Programs from start menu whole computer stops responding for about 30 seconds. I've tried removing all programs from from menu, but won't still work. After first install of XP menu worked fine, but when I formatted c: and installed XP again it stopped working. Can anyone help, please?
