I've heard from various sources that this problem is either:

A. Some esoteric problem with WFP (Windows File Protection). If so, you could try going to a Command Prompt and typing:

sfc /scannow

B. A virus, in which case you should have a good anti-virus app on hand and run a thorough scan on your system with it.

Either of these answers are suspect though, since I've not dealt directly with anyone handling this issue.
