I had a similar problem, about a minute of file copying and it froze. The target
drive must be partitioned and formatted with FAT32, then boot with a Win98 startup
disk that has a copy of smartdrv.exe from win98. Run smartdrv, then run i386\winnt.
I still get a pause for several minutes during the blue screeen with the message
"copying files to disk", but it soon resumes and continues through the installation.
You will get a message from setup if you are not running smartdrv, but this is the
only way I could get through the file copy.
