There is a hidden file called boot.ini on the c: drive
open it and change the default to your prefered windows selection. 
Below is an example of Win98 set as default:

[boot loader]
timeout=6
default=C:\="Microsoft Windows 98SE" 
[operating systems]
multi(0)disk(0)rdisk(1)partition(1)\WINNT="Windows 2000" /fastdetect
multi(0)disk(0)rdisk(2)partition(1)\WINDOWS="Windows XP" /fastdetect
C:\="Microsoft Windows 98SE"
