I have a question about Windows keeps forgetting simple settings, such as screen colors!:

I have two questions. First:Why does the automated task bar stop automating after i Reboot from a Powerdown reboot? Second: why do the taskbar icons drop off after i reboot. an example is the volume control keeps droping off from the task bar?
