Question about 'Speed up the Start Menu'

I have a question about Speed up the Start Menu:

it says to move the start menu bar to the left of something, i remember that, but it was in windows ME, not XP , i have windows XP, and it's as if the computer is slow when the menu opens up, but my computer is very powerful. thanks guys!!!
