Run regedit
Change the key
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\SystemFileAssociations\image\shell\edit\command
to be the photoeditor you prefer. For example, I changed mine from
"%systemroot%\system32\mspaint.exe" "%1"
to
"C:\Program Files\Common Files\Microsoft Shared\PhotoEd\Photoed.exe" "%1"
close regedit.
It just works.
