Question about 'Use Multiple Languages on a Single System'

I have a question about Use Multiple Languages on a Single System:

I have bought a Toshiba 1900 laptop from Germany and it has a bespoke copy of Windows XP installed and has a recovery disk provided. However the system language is in German, and I cannot find an option to change this language anywhere. Can anyone suggest a workaround for this? The option is not present even if I format the hard drive and reinstall the OS.
