Without having the installations on 2 different partitions, you are basically stuck
doing it down and dirty. First you will have to edit the boot.ini file and take out
any reference to your XP installation. Reboot. This should boot straight into Windows98.
Then you can manually delete the directories that were exclusively WindowsXP. Unfortunately
this will still leave traces of XP, since it would be impossible to tell the difference
between Win98 and WinXP system files. If, for some reason, your computer doesn't
boot into Win98, your only recourse will be to reformat and start from scratch(which
with the possibility of leaving potential harmful fragments behind would be preferable).
