I have already posted about this exact same problem myself. It is DRIVING ME NUTS.
The strange thing is that I dont get it with all windows (a fair few stay exactlty
as I left them) but the Recycle Bin Window is without doubt the worst. I have set
this window position and size literally hundreds of times in the last month and the
damn thing just keeps going back to its own setting. This kind of crap is totally
unacceptable.
