Download this application: 
http://www.dslreports.com/front/drtcp.html 
to the Windows ME machine, run it, select your Ethernet card, set the MTu to 1480 
to match the Windows XP server, this is assuming you are using the native PPPoE in 
XP.  Shut down the application, reboot and surf away.
