Searched through all of the arcane and hard to find settings in the system, found one that fixed the problem. The solution (that worked for me): >Go to Control Panel, open System >On the "Advanced" page, in the "Startup and Recovery" section, click on "Settings." >On the resulting page, go down to the "System failure" section, uncheck the "Automatically restart" setting. After doing this, the next time I attempted to shut down I got an error message pointing me to the corrupted system file that was causing the sytem to "restart on system failure" instead of shutting down.
