CANNOT RENEW 169.254.x.x Pls HelP

hello, i'm using a cable modem. I recently switch from a dsl connection. I tried
ipconfig /release renew, but it tells my to flush arp cache. I tried arp -a my ip
address but theres no entries found. I tried setting a static ip address but i can
only ping my loopback address and the static address. I tried installing another
nic card on another slot, but still i get the 169.254.x.x address in windows XP.
I looked at the registry and noticed that my dhcp lease obtain time expires in the
year 2038, could this mean anything. I modified it with another pc on my Lan with
a dhcp lease obtain time to match it. I rebooted and it went back to 169.254.x.x.
I even tried downloading a utility from microsoft's website to fix the dhcpsrvc.dll
file sorry if i misspelled the file name, but that didnt work eighter. I tried reinstalling
the O.S also AND that didnt work, I didnt reformat my hard drive though, and dont
want to, I know this is definately a software issue, that occured when i switched
from dsl WPPPOE to TIME WARNER Cable. PLS HELP!
Can someone try to help me?
