Toshiba Laptop locked up. No access, runs to 5. Command Prompt to run Scanreg, but won't start.

I was trying to install a USB Multi Card Reader on my Toshiba 440 Laptop. The system runs Windows 98. I had the CD in, the USB cord attached to the new Multi Card Reader and got to the small window saying ... "New Temporary drive found, Install'.. or something like that. I hit the Enter Key. The system locked up. It now sometimes runs to the .. Memory check details, sometimes past that to screen which shows 1,2,3 Safe mode,4, and highlights 5. Command Prompt, and stated under this that Scanreg must be run. I cannot get anything to run from here. There was and still is an empty PCMCIA (Compact Flash) card reader card in one of the PCMCIA slots. I can't get past these windows to reinstall anything. There are no files on my Laptop that I need to save, they are always transferred to my PC. Where to next??? David.
