You can also create an original Control Panel not just a shortcut at your desktop by adding a new key and name it
{21EC2020-3AEA-1069-A2DD-08002B30309D}
under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace
