Its a sad thing, but Microsoft made absolutely sure XP would not function with IE
removed. So you're out of luck. The add-remove programs will only remove the shortcuts
to IE, not the browser itself. Microsoft responsed to the DoJ by completely not
listening to them and going against what they ordered. What happens to MS, nothing.
