This is apart from any settings in Windows. If your monitor has been reset to stretch the image too much, the taskbar, usually on the bottom of the screen, will not be there. You'll have to play with the monitor settings to shrink the image. If it's not a monitor problem, then it's probably a Windows configuration problem.
