Nelson:  to enable RPC service;

1. click Start, Run, type:  services.msc

2. locate and select the service that you want to change.

3. click Action, and then click Properties.

4. on the General tab, click the drop-down for the "Start up type" list box and change 
the start up as needed. For example, if you select "Alerter" and change its start 
up type from Automatic to Disabled, that service will no longer start when you start 
Windows.

5. click OK when finished making your changes.

6. highlight the first listed Remote Procedure... for details that it provides the 
endpoint mapper and other PRC services.
to Start the service; click the "Start the service" in the left-hand column.

7. the next entry is the RPC Locator which manages the RPC name service database.
it can be started in the same way.

another method of starting a service is to double-click the service name, change 
the Startup type to Automatic, Apply, OK, then reboot.

the first link below (after your text) says this about RPC:

Remote Procedure Call (RPC) This service is vital. Just about everything depends 
on this service to be running. This is also the only service that you can not disable 
using the Services MMC. 

Remote Procedure Call (RPC) Locator Manages the RPC name service database. May not 
be needed by most users. If something on your network breaks after you disable this 
service, set it back to Manual or Automatic. Disabled unless required for your network. 
Leave it on Automatic.
