XP will replace most files in your Windows directory or it's subdirectories when
you try to replace them. It's called file protection. I'm betting you could rename
(and delete, if you still desire to) inetinfo.exe from Safe Mode.
BTW, this program doesn't appear to exist on my computer. I have XP Home.
