Question about 'Using .CAB Files'

I am trying to restore the jdbgmgr.exe file after I deleted as a result of being fooled by a hoax virus. The McAfee website gives directions which include restoring the file by typing in the path to my WINDOWS CAB files. However, I can't locate them. I did a search. Nothing turned up. How do I locate them and once I locate them, how do I create a path? I've never done anything like this before. Thanks!
