Try hit the F8 key before windows boot.
Login using "Last Known Good Configuration" or "Save Mode with Command Prompt" then restore your computer system to the state before the problem started.
I'd ever have the same problem in the past when installing Roxio Easy CD Creator.
It's important to uninstall what ever programs you installed between restore point time and current time before applying System Restore.
