Win98 PC not recognizing WinXP PC in network

I have the opposite problem and hope someone would help. Our lab has two PCs - one
with WinXP Pro and the other with Win98, both belonging to the same workgroup/domain,
both connected to the university network, both able to access the internet. However,
though both has file and printer sharing enabled, the XP PC sees the 98 PC in the
Network neighborhood and can send or get files, but the 98 PC only sees the XP in
the network. If I try to access the XP PC from the 98 one, I get an error message,
unknown error 31. Please help.
