i have had this happen twice with usb devices, (this is a usb scanner?) if it is make sure that there are no problems with usb in the device manager, you should have at least two listings; root hub and a open host controller. then uninstall the drivers, unplug the scanner. install the drivers, turn off the computer and plug in the scanner then turn the machine on again. i started one computer 3 or 4 times once before it picked up the device. also make sure usb is enabled in the bios. hope this helps.
