Using Regedit, change the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS NT\CURRENT VERSION\WINLOGON
Change USERINIT from C:\windows\system32\userinit.exe,c:\windows\system32\userinit.exe
to
C:\windows\system32\userinit.exe,
