I've had the same problems when migrating from Win2K to WinXp. The solution was as
follows:
I reinstalled WinXP over my original installation, thus preserving all my user specific
settings. Then I found that if i use a newly created private energy profile (in energy
options) the problem with the runnig fans at CPU und power supply remained.
But when I used a predefined profile (i.e. "minimized battery consumption" translated
from german "minimale Batterieinanspruchnahme") standby mode was entered correctly
and all fans were switched off.
