I have two hard drives. I installed them under 98, but XP has always accepted them.
I suspect that the number of drives is not limited by XP, but by the number of disk
controllers you have, typically 2, each of which can usually handle two disks or
similar devices like a ZIP or a CDROM.
In any event, two hard drives is no strain for XP.
Follow the hard drive manufacturer's instructions, which may include some preparation
via a floppy-based program. Or, you can do the traditional DOS-based FDISK and FORMAT.
(Use a modern version of FDISK if the drive is larger than 32 Gig.) Or, you could
try XP's own disk management software to create partitions and format them.
The jumpers on the new drive should be set as a slave, and it should be on the same
contoller as the old disk. if possible, do not mix fast devices like hard drives
with slower ones like CDROMs.
