John, 

Generally, the Power Options in Control Panel may have an APM Tab, with a setting 
you can toggle to make the shutdown complete. 

Also, In Control Panel/System/Hardware tab, click Device Manager button, View, select 
"Show Hidden Devices." then uncheck "APM/NT Legacy Node"

or else try the windows shutdown troubleshooter at:
