The just had this problem It started when I set a picture on a website as a desktop
item, hoping to use it as wallpaper. I should have set it as background instead.
This started the active desktop. All you have to do is deactivate the desktop item.
Just go to Display Properties > Desktop > Customize Desktop > Web > then delete
or deactivate the webpages that are causing your problem. Hope this helps.
