For some reason or another, Windows XP sometimes forgets certain settings, and transparent
text on the desktop seems to be one of them.
If you have tried the two most popular steps of making sure 'drop shadows' is enabled
in System properties-Advanced-Performance-Visual Effects, and making sure that 'Lock
items on desktop' is NOT enabled, then do this.
Lock all your items on the desktop. Then, go into your system properties and disable
'drop shadows' then click apply.
Once you do this, go ahead and unlock your desktop icons, and go back into system
properties and re-enable drop shadows and then click apply.
In all liklihood, you should have transparent text on your desktop now.
