error 633 when trying to use dual modems in XP

I'm trying to set up dual modem (MPP) connection with my ISP. I do not have cable 
modem or dsl access and will not for quite some time in my area. My computer is a 
custom home built machine with:

Soltek SL-75DRV4 motherboard
AMD Athlon XP 1800
768MB DDR PC2100 RAM
80GB WD HD
16x DVD Rom
48x12x48 CDRW
Creative SB Live
Winfast GeForce4 Ti 4200
(2x) Archtek Smartlink V.92 56k modems
Windows XP Pro OS

I had one of the modems already installed and working great. I installed the second 
modem (rather Win XP did) exactly like the first using the same drivers etc. Modem 
1 is using COM6 and modem 2 is using COM7. I set up a new connection and under the 
properties dialog box (general tab) checked both modems and set them to dial the 
same number. Then under the Networking tab I checked the Multlinking box. 

The problem is when I try to dial out. The modem 1 will connect to the ISP as normal, 
but when modem 2 trys to dial out a Line Bundling Errors dialog box pops up, which 
reads "One or more additional lines did not connect. If only a single line connected, 
the server may not be configured to accept multi-link calls. Check 'Do not attempt 
failed lines' to avoid unnecessary connection charges in such a case." 

Then the two modems are displayed with the status of modem 1 reading connected and 
modem 2 shows a message that reads "Error 633: The modem (or other connecting device) 
is already in use or is not configured properly." There are two buttons at the bottom 
of the box that will let me "Accept" or "Hang Up". I can dial out on either modem 
1 OR modem 2, but not both at the same time.

My ISP assures me that my account (and their servers) are set up for multi-linking. 
I have tried changing many of the connection settings (one at a time) with no success. 
While checking that the modems were set up properly, I did notice that the IRQ's 
for both modems are set to 11 (under the resources tab in system properties), however, 
windows reports that both devices are working properly. *Sigh* I am at my wits end 
here....

Any help, comments, or suggestions will be greatly appreciated.
