Pretty much all the workstation versions of NT have had the 10 user limit.
Actually I have a fair amount of clients that use Win98 as a dedicated file server
and it is very reliable. Usually it is the installed apps that cause most of the
problems with an operating system. I just install it with the minimum required (video
and network drivers) and it works very well. Even tested Win95 a few years ago with
around 100 connections and it did great.
