I tried all of these and nothing worked but eventually I realised that placing a
copy of uxtheme.dll in c:\windows\ was the problem. I had placed it there so I could
copy it over the existing version in c:\windows\system32\. When I attempted to delete
the file in c:\windows\ it would not let me because it had been loaded into memory.
This was probably causing a conflict somewhere. It seems unlikely that any of you
have done this but if you have then this fixed it for me. However do not go around
deleting every other copy of uxtheme.dll in windows subdirectories as many of them
are necessary. Only delete c:\windows\uxtheme.dll.
