I have a question about How do I stop Windows from connecting to the Internet every time I open my browser?:

I experience this problem, but my settings is as per the instructions in this page?? I have uninstalled my dialer, checked everywhere , yet when I am not connected to the internet, whenever I start my browser, Windows tries to dial up a connection. I have WinXP Pro (new) and IE 6. This is a new computer, so I am somewhat baffled by this. Any responses will be greatly appreciated. Thank you
