Word installs using an MSI installer. As each new user logs on, the MSI is triggered to install the user side (registry and files) of Word. This is by design, and should be allowed to happen. You need to have access to the installation files at this time too. As for the document not loading properly, try running a repair for the new users. This should replace any missing entries that may be causing the problem.
