This is a problem you will have to ask the card manufacturer about. In my experience, this happens due to a software problem or a slow processor problem in which the picture is not getting processed fast enough to be able to keep up with the sound. Sometimes you can drop the quality of the picture or the size so that the CPU can keep up with the sound. Your CPU is rather slow as sometimes even CPUs at twice or three times your speed have the same problems. If you have other programs or processes running in the background that take a lot of CPU cycles, this too can slow the picture processing.
