Also, under Display Properties -> Desktop -> Web, if you have any web pages or html documents that are checked in the web pages window, then the transparency effects will not work. In other words, enabling active desktop disables the transparency effect. The official MS link (for XP): http://support.microsoft.com/default.aspx?scid=kb;en-us;305117
