Answered my own question. If you don't have access to the start menu or can't get
to properties follow the following steps. (PS thanks Anton never could have done
it without your advice)
1) Restart your computer and hold down F8
2) Choose 'safe mode with command line'
3) type 'regedit'
4) Follow this path from the window that pops up "HKEY_CURRENT_CONFIG\System\CurrentControlSet\Enum\ROOT\Legacy_RPCSS\"
5) Click on the the second file (can't remember what it was called)
6) Change the '1' to a '4'
7) Close window and type exit
