Go to RUN--->type in "msconfig", and go to STARTUP tab, and Disable All. Then try
to bring task manager up again by CTRL+ALT+Del. If it doesnt' stay up, then something
in task manager has to be deleted.
If the SYSTEM CONFIGURATION UTILITY disappears after you typed "msconfig" too, then
you need to find MSCONFIG file (usualy in C:/WINDOWS/PCHEALTH/HELPCTR/Binaries) and
rename it to MSCONFIG.TXT {if your original file shows the extension of the file
too - MSCONFIG.exe - then you need to rename it to MSCONFIG.TXT.exe
Double click on MSCONFIG.TXT and disable all startups. You just need to figure out
what program prevents the task manager by allowing each program to STARTUP one-by-one.
After you find out, find and delete that program.
