A friend of mine was having this problem. She finally got it working by re-registering
all these dlls. I know it sounds weird, but it worked. Not sure if it worked in combination
with other solutions posted here because she had previously tried them all, but I
would try this:
Start->Run->cmd
net start cryptsvc (to make sure it's running)
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
exit
(she then ran the patch but it failed, so you may want to reboot at this point)
after reboot, patch worked!
