Question about 'Restart Windows without Restarting your Computer'

I have a question about Restart Windows without Restarting your Computer:

In XP, the following are not available when choosing 'properties' from the context menu of a .bat file "Right-click on the shortcut, select Properties, click the Program tab, and make sure the Close on Exit option is turned on. Then, click Advanced, and make sure MS-DOS mode is selected, and Warn before entering MS-DOS mode is turned off. " The Program tab, MS-Dos mode, and Warn before do not show in XP. How can one create such a shortcut under XP? thanks Larry
