Here's how I would being to unravel the mess:
Travel to major electronics retailer and purchase Home Gateway/Router for around
$50 (as low as $29.99 after rebate). Get one with Stateful Packet Inspection rather
than just NAT. (Personally I like Netgear units, but that's just me.)
Uninstall ICS on the XP box on which you were trying to get ICS going.
Again on the problem box, freshen up the TCP/IP stack with the steps in this MS KB

How to Reset
Internet Protocol (TCP/IP) in Windows XP.
Set up the router with the cable modem per enclosed instructions. If it takes you
more than 5 minutes, you're doing something wrong.
Plug 'em all into the router and badda-bing, you're done.
