MS tweaked the default settings for the Internet Connection Firewall (ICF) built 
into XP in Service Pack 1/1a, and that tweaking is capable of stopping classic Messenger 
Service spam popups.

If you do not have XP SP1/1a, this is a good reason to apply it.

If you do have SP1/1a, did not mess with the ICF settings, and are still getting 
popup spam, it's most likely that these are not Messenger Service popups.

One of the many available popup stoppers should either reduce or almost eliminate 
the popups.  I just notice that Google's new toolbar has a built-in popup stopper.
