Assuming you have configured the taskbar properties to display "administrative tools", you will find "services" in the administrative tools folder by selecting Start, and then All Programs, and then navigating to the Administrative Tools folder. If you do not have such a folder, right click the taskbar and select properties. From there you can navigate your way to a "check the box" list that allows you to display administrative tools in the all programs menu.
