I had the same problem, no logitech mouse, no gamepad, etc etc. only norton (symantic)
antivirus corporate edition. I have had this problem after an update from windows.
So I rebooted the norton, still came back. I gave up on it for awhile just letting
it annoy me for awhile. I tried deleting some of the patches listed also in this
forum; that didn't work. Finally this one keystroke on the iamapp which value is
:c:\progra~1\SYMANT~1\SYMANT~2\IAMAPP.EXE Is the only thing that I changed to the
start /belownormal worked. Thanks again, if anyone else is paying attention and
you are running norton with your system try this first!!
