In the registry, be sure that you have this value :
HKEY_USERS\.DEFAULT\Control Panel\Keyboard
InitialKeyboardIndicators = 0
HKEY_CURRENT_USER\Control Panel\Keyboard
InitialKeyboardIndicators = 0
This should solve your problem.
