I had come across this problem when I needed to use MS Word 2000 instead of the Office 
XP Professional MS Word because of slow graphic loading. I uninstalled the XP Version 
and installed the Office 2000 MS Word Application and the installer kept trying to 
run. 

My Fix for this problem was to create two DWORD's in HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Common\

OSAShortcut
UserData

Both with Value 1
