This dwwin.exe thing was driving me nuts.
also another window at shutdown, uipopuphidden.
anyway...
I downloaded ad aware and ran it, and it found all kinds of ads and data miners on
here... after it ran, the dwwin.exe problem disapeared along with the other thingy.
I dunno if this is a fluke or not and I am not a computer person, but it was lavasoft
ad aware.
