More details about your network setup, such as with box is the Host and which is the client, are needed. Are you just networking them for file sharing or are you trying to share an Internet conncetion as well (therefore running ICS)? I ran into a similar problem using a switch to connect to 98 and one XP machine while trying to share the Internt conection via modem of one of the 98 mahcines. XPs network wizard wants to make the XP machine the Host and share its connection. If rerunning XP's Network Wizard serval times on the XP box does not work (try the manual instead of auto-detect) remove any network connections (DUNs, etc.) from the XP machine and try again.
