Additionally make sure the keyboard isn't set to power up the computer in the BIOS. 
 Disconnect the KB and see what happens.  We are seeing this problem more and more 
in the forum so it has been interesting to find out what people find.  There is an 
outside chance that the KB controller could be doing this so make sure the power 
up by the KB is disabled in the BIOS as well as all other powerup options.  If it 
is a bad KB controller, it means replacing the motherboard.  This is why it is important 
to pull the plug from the wall or turn off the switch on the powersupply (if so equipped 
and leave it plugged in which keeps the system grounded) and wait for about 1 minute 
to drain power from the PS and motherboard before disconnecting any peripheral from 
the motherboard.  I have observed KB controllers destroyed by less..  Do you have 
a PS2 connection KB or a USB? Post back on what happens..  Reformatting and reinstalling 
XP won't fix this.  It's a problem on the hardware side.  C K
