Windows is stopping you from wiping that drive because it will most likely result in your system no longer booting. Regardless of where you think your OS is installed, there must be some critical OS and/or startup info on the C: drive. If you need to have two operating systems on your PC, I would start from scratch as I don't think you're gonna make it work how it is at the moment very easily.
